新增了这层约束：
- 本地文件检索与 rag_retrieve / table_rag_retrieve 不是同一数据源
- 不能因为 RAG 查到了，就假设本地文件也被覆盖
- 也不能因为本地文件没查到，就推断 RAG 知识库里也没有
- 进入 fallback 时，仍需按顺序继续尝试本地文件检索

在删除用户前，先删除该用户及其子账号拥有的所有 bots（agent_bots 表的 ON DELETE CASCADE 会自动清理关联的
agent_mcp_servers、agent_chat_sessions、bot_shares 记录），然后再删除用户。
